CBSA Assessment & Revenue Management

Register for CARM once, get it right the first time.

CARM is now the official system of record for duties and taxes on every commercial shipment entering Canada. This guide walks you through all seven registration steps — or we can walk through them with you.

Background

What CARM is, and why your registration matters

CARM is the CBSA’s online system for managing duties, taxes, customs accounting, and payments for commercial imports. The portal is yours — your broker only acts inside it with your permission.

Manage your business and import accounts directly
View customs transactions and amounts owing
Make payments to the CBSA
Authorize a customs broker to act on your behalf
Enrol in applicable CBSA programs
Manage Release Prior to Payment (RPP) requirements
A customs broker cannot register your business for you. CARM registration must be completed by the importer. We can guide you through every step below and set up the delegation once your business is registered — but the first move has to be yours.
Registration

The 7-step registration form

Work through these in order. Each one builds on the last, so skipping ahead usually just means backtracking later.

CARM Client Portal · Onboarding Sequence FORM CCP-EN-07
01Access

Sign in to the CARM Client Portal

Go to the CARM Client Portal and be ready to register your business. See CBSA’s video tutorial or the full onboarding user guides. Have this on hand before you start:

Your 9-digit Business Number (BN9)
Your Import-Export (RM) account, if you already have one
Your legal business name and address
Your personal contact information and email
New resident importers can obtain a BN9 and RM account directly through the portal. Non-resident importers, trusts, and certain other entity types must get a BN9 from the CRA first.
02Identity

Create your CARM user profile

Each portal user creates their own sign-in credentials via GCKey or a Sign-In Partner, plus multi-factor authentication. We recommend GCKey. Your profile identifies you as an individual — it’s separate from your company’s business account.

Inactive 180+ days? Your GCKey login is automatically disabled and shows “USER ACCOUNT DISABLED.” Call 1-855-438-1102 (Canada/US) to have it reset before continuing.
03Register

Register your business

Select “Register My Business” and follow the CARM instructions. Make sure your details match exactly what’s on file with the CRA and CBSA — mismatches are the most common cause of registration delays. CBSA has a video tutorial for this step.

The person who completes this becomes the Business Account Manager (BAM) — the one who approves employee access requests going forward.

04Manage

Manage your CARM account

As BAM, you control your company’s CARM account and grant access to other users.

Set a backup BAM. If your primary BAM leaves or becomes unavailable with no backup in place, regaining control of the account can take a while.
05Verify

Review your business and import account

Confirm before moving on:

Legal business information is accurate
BN9 and RM account are correct
Contact information is up to date
The right people have the right access
06Delegate

Delegate authority to Cargo Customs Solutions

Authorize us through Delegation of Authority (DOA) in the portal. To make sure it takes effect without delay, when approving our request:

  • Select “All programs”
  • Under Access, choose “Business management”
  • Check all three boxes under “Transaction visibility rules”

Your company always owns the CARM account. We act inside it only as your authorized broker. CBSA has a video tutorial for this step.

07Enrol

Enrol in Release Prior to Payment (RPP) and post financial security

RPP lets your goods be released before duties and taxes are paid. Enrol through the portal and post the required security — this obligation belongs to the importer, separate from any security we hold as your broker.

See the RPP breakdown below for what that actually costs, or consult CBSA’s official step-by-step guide on posting a bond.

Financial Security

Release Prior to Payment: what it costs

You’ll choose one of two security options for each active import (RM) account.

OptionHow it works
Surety bond~50% of your highest monthly duties and taxes, $5,000 minimum per RM account. We can connect you with a bonding partner.
Cash deposit100% of your highest monthly duties and taxes, posted directly with the CBSA. Not used to pay duties — refundable if you close your importer account.
Annual
This isn’t a one-time step. CBSA reviews every importer’s required financial security once a year, on October 20, looking back over the prior 12 months. If your requirement goes up, you’ll get a CARM portal notification and have until January 15 to post the increase or risk losing RPP privileges. This repeats every year — worth checking your notifications each fall even if you haven’t heard from us.
Other Trade Chain Partners

Not a standard importer?

Note
Registration looks different if you’re a customs broker, customs bonded warehouse, carrier or freight forwarder, exporter, or third party (trade consultant, surety, EDI provider). If that’s you, contact us and we’ll walk you through the path that applies to your business.
